The government should guide the masses to form a good outlook on seeking medical treatment

Today, a few friends and I were discussing health insurance on social media. This problem, as it stands, has no easy solution — it is neither a flaw in the system nor a matter of how much money is available. It is, at its core, a problem of mindset.

Let us look back at the healthcare system of New China. Since the founding of the nation, the ones who have never needed to worry about medical care have always been the officials. They have no idea what life is actually like for ordinary people. They do not understand what the masses truly think. Naturally, their reform proposals are destined to fail.

For centuries, the Chinese people suffered from a shortage of doctors and medicine, and poverty haunted them relentlessly. So when they heard that paying a small contribution would give them access to medical care and prescription drugs — and in some places, even allow them to purchase rice cookers and massage chairs — they were overjoyed. What a wonderful policy! Many felt they wouldn’t be able to sleep peacefully until they had drained every last cent of their medical insurance.

What these people, shaped by centuries of deprivation, failed to realize was that spending all their insurance money — however justified it seemed — would set off a cascade of consequences. Medical insurance funds may appear personal, but they are collective in nature. The purpose of insurance is to prepare for the unexpected. If everyone rushes to exhaust their coverage the moment they contribute, the pool dries up quickly. Once it is gone, you pay out of pocket. Then, when you truly need treatment, there is nothing left. When you need medication, there is nothing left. People blame hospitals, blame the government, blame the policy — but the truth is, they spent it themselves.

This is a classic zero-sum game. If you don’t spend the money, someone else will spend it for you. So everyone scrambles to use it first. How do we break this cycle?

The solution is to elevate the status of doctors, to restore a sense of reverence for the medical profession. The public should hold medical workers in genuine respect — never daring to exploit the system for personal gain. Medical care should be about medical care. You take the medicine you need, nothing more. Seeing a specialist should be more difficult than getting an audience with the mayor. Only then will medical resources be allocated rationally, the fairness of health insurance be safeguarded, and macro-level regulation proceed in an orderly fashion.

China has now essentially passed through its transition period, and the values of the people have largely taken shape. Changing them will require tremendous effort. Only through continuous education and guidance can we lead our society toward a brighter, more harmonious future.

今日与诸兄在朋友圈探讨医保的问题,这个问题目前无解,既不是制度有缺陷,更不是钱多钱少的问题,而是观念的问题。

我们回顾一下新中国的医疗保障制度,自建国以来,最不需要考虑医疗问题的一直都是官老爷,所以官老爷根本不知道民间的情况究竟是怎样的,官老爷们根本不明白群众心里究竟是怎么想的,所以官老爷们现在的改革方案必然是失败的。

几个世纪以来缺医少药穷怕了的中国老百姓,听说现在交一点钱就能随便看病随便买药,甚至有些地方还能买点电饭锅按摩椅什么的,那心里自然是乐开了花,党的政策好啊,不把医保掏空了睡觉都不踏实。

可是,穷困潦倒几个世纪的中国老百姓没有想到,自己把自己的医保钱都花了,看上去很正确,但是却带来了巨大的连锁反应。医保的钱看似是个人的,其实是集体的,保险的目的就是防患未然,如果交了钱之后疯狂地透支保险,那么保险的份额很快被用完,用完之后只能自费,导致该看病时没钱可用,该开药时没钱可开,怪医院怪政府怪政策,其实都是自己花了。

这是典型的零和博弈,这些钱如果自己不花,别人就会替你花,所以大家疯狂地去刷,如何破解呢?

破解的方法就是提高医生的地位,神话医疗行业,让群众对医务工作者都要顶礼膜拜,绝不敢心怀不轨,看病就是看病,该吃什么药就吃什么药,想看专家绝对要比见市长都难,如此以来,医疗资源才会被合理使用,医保的公平性才会有所保障,宏观调控才能有序进行。

目前我国已经基本渡过了转型期,人民的三观已经基本成型,想要改变仍然需要花费大的力气,只有通过不断的教育和引导,才能让我们的社会走向美好和谐。
